Swiss Cosmetic PIF: Regulatory Guide & Compliant Dossier

Do you formulate, manufacture, or market cosmetics in Switzerland? Benefit from rigorous toxicological expertise to draft your Product Information File (PIF) under Swiss OCos requirements and verify your multilingual labels (FR / DE / IT).

Understanding the Specifics of Swiss Cosmetic Law

Although lists of permitted and prohibited ingredients are closely harmonized with EU Regulation (EC) No 1223/2009, Switzerland applies specific administrative rules overseen by the Federal Food Safety and Veterinary Office (FSVO / OSAV).

🚫

No CPNP Portal

Unlike the European Union, there is no centralized electronic registration prior to sale. The Swiss system relies on the principle of statutory self-supervision (autocontrôle) under your responsibility.

Mandatory PIF (Art. 5 OCos)

The absence of CPNP does not waive the dossier requirement. A complete PIF (quantitative formula, toxicological profile, CPSR safety report) must be ready for immediate inspection by Cantonal Chemists.

Multilingual Labeling

Mandatory safety and usage information must appear in at least one official language of the point of sale (French, German, or Italian). The INCI ingredient list remains universal.

Aimie Noué's Exact Role for Your Swiss Brand

To ensure full clarity, it is essential to distinguish toxicological safety assessment from legal representation:

What Ecosmet delivers for you:

  • Complete drafting of your Product Information File (PIF) compliant with Swiss OCos / ODCO.
  • Toxicological Safety Assessment (CPSR Part B) signed by a qualified toxicologist.
  • Compliance check of your packaging mentions and marketing claims in your target languages.
  • Guidance on declarable allergen thresholds and applicable exemptions.

What your company retains in Switzerland:

Your company (or your importer in Switzerland) retains the official status of legal Responsible Person. Your Swiss address appears on the packaging and you keep the technical dossier available for your Cantonal Laboratory. Ecosmet does not assume any legal representation mandate in Switzerland or the EU.

Swiss Regulatory FAQ

Frequently Asked Questions About Cosmetics in Switzerland

Does Switzerland require notification on the European CPNP portal?+

No. Switzerland is not part of the European Union and does not use the CPNP portal. The Swiss market operates on the principle of statutory self-supervision (autocontrôle): no prior electronic notification is required before placing a product on the market, but a complete and up-to-date Product Information File (PIF / technical dossier) must be kept permanently available for inspection by Cantonal Chemists.

In which languages must cosmetic labels be written in Switzerland?+

Under the Swiss Ordinance on Cosmetics (OCos / ODCO), mandatory safety information (product function, precautions for use, warnings, and minimum durability date) must be written in at least one official Swiss language (French, German, or Italian) understood in the distribution region. For nationwide distribution across Switzerland, bilingual (French and German) or trilingual labeling is strongly recommended.

Can Aimie Noué be designated as the Responsible Person in Switzerland?+

No. Under Swiss law, the Responsible Person must be a natural or legal person established on Swiss territory (the Swiss manufacturer or the Swiss importer). Aimie Noué acts exclusively as an independent toxicological safety assessor and regulatory consultant to draft your PIF and verify your formulas.

How does VAT apply for clients based in Switzerland?+

For brands and companies domiciled in Switzerland, regulatory consulting and toxicological assessment services are invoiced NET of French VAT (international B2B tax exemption). The fee is therefore 120 € net for a 100% pure plant oil, 320 € net for an anhydrous formula, 370 € net for an aqueous cream/lotion, and 380 € net for a fine fragrance.
