Complete drafting of your Product Information File (PIF), IFRA 51st Amendment verification, and Toxicological Safety Assessment (CPSR) without compromising the trade secret of your olfactory compositions.

Which fragrance products require a Cosmetic PIF?

The regulatory boundary strictly depends on the application site. Whenever a scented product comes into direct contact with the human epidermis or hair, it falls under EU Regulation (EC) No 1223/2009.

Safety & Toxicological Rigor

IFRA 51st Amendment and Labeling of the 82 Allergens

Fine fragrance is strictly regulated due to the skin-sensitizing potential of certain natural and synthetic aromatic molecules. To compile a compliant PIF, two documentary pillars are mandatory:

1. IFRA 51st Amendment Certificate

Provided by the fragrance house or supplier, it certifies the maximum permitted concentration levels for each cosmetic product category (Category 4 for hydroalcoholic fine fragrances).

2. Declaration of the 82 Allergens (Regulation EU 2023/1545)

Following EU Regulation 2023/1545 expanding the historical list of 26 allergens to 82 substances, your PIF must include the exact concentration calculation of each substance in the finished product to determine mandatory INCI label declarations (0.001% threshold for leave-on products).

💡 Protection of Your Olfactory Trade Secret

Your confidential perfume formula remains protected: your fragrance house simply issues the IFRA certificate, REACH SDS, and allergen statement without disclosing the full molecular formula to the public.

Key Regulatory Exemption

ISO 29621 Standard: No Challenge Test Required

For alcoholic perfumes with an ethanol concentration of 20% or higher by volume, the international standard ISO 29621 (Cosmetics: Guidelines for the risk assessment and identification of microbiologically low-risk products) establishes that the product presents an intrinsically hostile environment for microbial growth.

✓Direct Laboratory Testing Savings

You do not need to pay for a preservative efficacy test (Challenge Test typically costing €250 to €400 in a laboratory). Your PIF includes the scientific justification for microbiological self-preservation.

What you need to provide:

  • Exact quantitative formula (Alcohol %, Fragrance concentrate %, Water %)
  • SDS & CoA of the denatured alcohol and denaturant used
  • IFRA 51st Certificate, SDS, and 82 allergens table of the concentrate
  • Packaging specifications (glass bottle, spray pump, label draft)

Frequently Asked Questions

Everything You Need to Know About Fine Fragrance Regulation

Does a fine fragrance or body perfume require a cosmetic PIF in Europe?+

Yes. Any scented product intended to be applied to human skin (eau de parfum, eau de toilette, body mist, perfume oil, solid perfume) is a cosmetic product under EU Regulation (EC) No 1223/2009. It must have a complete Product Information File (PIF) including a Toxicological Safety Assessment (CPSR) prior to market placement.

Do I need a microbiological Challenge Test for an alcohol-based perfume?+

No. Under the international ISO 29621 standard, formulations with an ethanol content of 20% or more by volume are considered self-preserving against bacterial or fungal growth. They are therefore exempt from preservative efficacy testing (Challenge Test).

Do I have to disclose the secret formula of my fragrance concentrate for the PIF?+

No. Your fragrance house's trade secret is strictly protected. Only three regulatory documents issued by your fragrance supplier are required: the Safety Data Sheet (REACH-compliant SDS >= 2021), the IFRA Conformity Certificate (51st Amendment), and the detailed breakdown of the 82 declarable allergens.

What is Ecosmet's fee for a Perfume PIF & CPSR?+

Our flat fee is 380 € excl. VAT (or 380 € net outside the EU / Switzerland) per fine fragrance formula. This price includes the full toxicological assessment, Margin of Safety (MoS) calculations, IFRA 51st verification, 82 allergens labeling calculation, and the complete CPSR Parts A and B.
