✨ Scented Body Mists, Hydrosols & Hair Sprays Regulation

Body Mist PIF: EU Regulation, IFRA Categories & Market Compliance (EC 1223/2009)

Whether you are launching a light hydroalcoholic body mist, a refreshing floral hydrosol spray, or a scented body and hair mist, any formula sprayed onto the skin must have a complete Product Information File (PIF) and Cosmetic Product Safety Report (CPSR) prior to market placement in the European Union or Switzerland.

In summary: The cost and required laboratory tests for a body mist PIF depend directly on its alcohol concentration. A hydroalcoholic mist containing at least 20% ethanol qualifies for the ISO 29621 microbiological exemption (no laboratory Challenge Test required, Perfume PIF package at 380 € excl. VAT). An alcohol-free aqueous mist (water, hydrosols, glycerin, solubilizer) requires a preservative system and an ISO 11930 Challenge Test (Aqueous Phase PIF package at 370 € excl. VAT).

Hydroalcoholic Mist vs. Aqueous Mist: Regulatory Differences

When reviewing inquiries from cosmetic brand founders, the #1 question is whether laboratory microbiological testing is mandatory for a body mist. Here are the two regulatory pathways:

Option 1 • No Challenge Test380 € excl. VAT

1. Hydroalcoholic Body Mist (≥ 20% Alcohol)

Formulated with denatured alcohol (typically 50% to 75%), demineralized water, and 3% to 8% fragrance concentrate. Because its ethanol content is 20% or higher, the formula is hostile to bacterial and fungal growth.

  • ✓Challenge Test Exemption (ISO 29621): immediate savings of €250 to €400 in microbiological lab fees.
  • ✓No synthetic preservative needed: clean, short INCI list (Alcohol Denat., Aqua, Parfum + declarable allergens).
  • ✓In-house stability protocol accepted: after ordering, we provide our step-by-step protocol to perform your stability and packaging compatibility check internally.

Option 2 • Water / Hydrosol Base370 € excl. VAT

2. Aqueous or Bi-Phase Body Mist (0% to < 20% Alcohol)

Formulated with floral waters (rose or orange blossom hydrosol), hydrating actives (aloe vera, glycerin), a gentle solubilizer, or an oil phase (bi-phase mist). High water activity (aw) allows microbial growth.

  • !Mandatory preservative system: compliance with maximum concentrations in Annex V of Regulation (EC) No 1223/2009.
  • !Challenge Test (ISO 11930) required: laboratory validation of antimicrobial efficacy prior to CPSR sign-off.
  • ✓Toxicological review of solubilizers: Margin of Safety (MoS) calculation for leave-on surfactants (Polysorbate-20, Polyglyceryl-4 Caprate, etc.).

Spray-Specific Toxicological Assessment

Inhalation Exposure, IFRA Categories, and 82 Allergens

Unlike a lotion or a solid perfume, a body mist is applied via a mechanical spray pump. In accordance with the SCCS Notes of Guidance (12th Revision), our cosmetic safety assessor models three critical parameters in Part B of your PIF:

1. Dual Exposure Route: Dermal + Inhalation

Droplet sizes generated by a mechanical pump bottle generally remain above 10 µm (limiting deep alveolar penetration compared to propellant aerosols), but inhalation exposure to volatile organic compounds and solvents is systematically modeled in the Systemic Exposure Dose (SED) calculation.

2. Strict Alignment with IFRA 51st Categories

Your IFRA certificate must cover the exact application zone claimed on your packaging: Category 4 for a body/neck mist, Category 5B if you allow spraying onto the face, and Category 7B for a leave-on scented hair mist.

3. Declaration of the 82 Allergens (Regulation EU 2023/1545)

Because a body mist is a leave-on product, any declarable allergen from fragrances or essential oils whose concentration in the finished product exceeds 0.001% (10 ppm) must be listed at the end of the INCI ingredient list on your label.

Required Documents to Compile Your PIF

Upon order confirmation, we open a secure shared online workspace (valid for 1 year) dedicated to your brand where you can upload your technical files:

  • 1Exact quantitative formula (100% total) with INCI names and CAS numbers for each raw material.
  • 2Safety Data Sheets (SDS), Certificates of Analysis (CoA), and technical specifications of your cosmetic ingredients (alcohol, hydrosols, solubilizer).
  • 3IFRA 51st Amendment Certificate + quantified 82 allergens statement for the fragrance concentrate.
  • 4Food-grade or cosmetic-grade certificate for the spray bottle and atomizer pump.
Step-by-step guidance: Aimie Noué reviews every file upon upload and tells you exactly what to request from your perfumer or supplier if any document is missing.

Frequently Asked Questions

Your Questions About Body Mist PIFs

Does a body mist require a laboratory Challenge Test?▼

It depends on its galenic base. If your body mist is hydroalcoholic and contains at least 20% ethanol by volume, it is classified as a microbiologically low-risk product under ISO 29621 and is exempt from Challenge Testing. Conversely, an aqueous body mist (water or floral hydrosol base with no alcohol, or less than 20% alcohol) requires a preservative system and a laboratory ISO 11930 Challenge Test.

What is the price of a Body Mist PIF at Ecosmet?▼

At Ecosmet, a complete Product Information File (PIF Parts A and B + CPSR) is 380 € excl. VAT for a hydroalcoholic scented body mist (Fine Fragrance package including the ISO 29621 microbiological exemption) and 370 € excl. VAT for an aqueous-phase body or face mist (excluding laboratory test fees if you do not already have them). You can add CPNP notification (+30 € excl. VAT) and label verification (+40 € excl. VAT).

Which IFRA category applies to a body mist or hair mist?▼

Under the IFRA 51st Amendment, a non-aerosol scented body mist generally falls under Category 4 (fine fragrance and body spray products). If your mist is specifically claimed for the face, it may fall under Category 5B, and if formulated as a leave-on hair mist, under Category 7B. Our safety assessor verifies that your fragrance dosage complies with the ceiling of the applicable category.

Does a pillow mist require a cosmetic PIF?▼

It depends on its claims and intended use. A spray exclusively intended for linen or room fragrance falls under general chemical regulations (CLP / REACH and mixture SDS). However, as soon as the label or website mentions spraying on the skin, body, or hair (e.g., 'body and pillow mist'), the product falls under EU Regulation (EC) No 1223/2009 and requires a complete cosmetic PIF and CPNP notification.
